                           <description><![CDATA[Many residents have complained to Norbury councillors and other North Croydon councillors of the incleasing street litter and fly tipping. We have worked with residents in Central Norbury on a litter picking day and to display posters in that area and at the school asking people to "Keep Norbury Tidy" and "Take your litter home". The Tory council had put a &pound;10 charge on bulk rubbish collection which was free under Labour. We know that people without a car and on a tight budget have difficulty.
